python-oslo.i18n: fixup branch name
Commit 38e8c9c9aa0f uprev'd this package to release 3.20.0 which is
not on the stable/pike branch so the fetch was failing with:
Fetcher failure: Unable to find revision 172e20b10981 in branch
stable/pike even from upstream
Switch the branch to 'master' to fix the fetch.
