conf/layer.conf: Use 'freescale-layer' collection

The 'fsl-arm' collection is now renamed for 'freescale-layer'. This
indicates the layer uses the new layout and is incompatible with other
layers relying in meta-fsl-arm or meta-fsl-ppc existing layout.
