openssl: fix the packaging qa error
ERROR: QA Issue: non debug package contains .debug directory:
openssl-engines path
.../packages-split/openssl-engines/usr/lib64/engines/.debug/libcswift.so
ERROR: QA run found fatal errors. Please consider fixing them.
