libdbi-perl: upgrade v1.639 -> v1.641; inherit ptest-perl

* Remove tests that require "-T" (taint)
* Remove 85gofer.t test, failure mode unclear
* Remove duplicate tests

* Use LICENSE file for checksum
  - License remains the same
