libnet-ssleay-perl: Fix configure issue

Fix libnet-ssleay-perl tries to execute found openssl binaries
at the place of ${OPENSSL_PREFIX} and bailing out when either
binaries are missing or can't be executed. From cross-compiling
perspective, both is insane.
