Otherwise the udev rule has a wrong path: KERNEL=="regulatory*", ACTION=="change", SUBSYSTEM=="platform", RUN+="/usr/sbincrda" and at runtime udev complains: failed to execute '/usr/sbincrda' when a regulatory domain event is triggered.
