An issue was discovered in the Connected Vehicle Systems Alliance (COVESA; formerly GENIVI)
dlt-daemon through 2.18.8. Dynamic memory is not released after
it is allocated in dlt-control-common.c.

dlt-system.service start failed with error:
dlt-system[367]: *** buffer overflow detected ***: terminated
dlt-system.service: Failed with result 'watchdog'.
dlt-system.service: Main process exited, code=dumped, status=6/ABRT dlt-system.service: Watchdog timeout (limit 2s)!

The upstream commit fcb676a79d introduced new option
WITH_DLT_ADAPTOR_UDP to select dlt-adaptor-udp.service instread of
WITH_DLT_ADAPTOR, so update the PACKAGECONFIG.

This helps fix compile errors seen with clang
e.g.
src/lib/dlt_user.c:455:11: error: address argument to atomic operation must be a pointer to _Atomic type ('bool *' invalid)
