backend, filters, etc, need to go in ${libexecdir} now.

The Linux CEC API is available in linux-kernel-headers 4.10 and newer,
and supported since libcec 5.0.0, though they still default to the
legacy Raspberry Pi API.

As described in https://github.com/Pulse-Eight/libcec/issues/530 the
cmake code looks at the host to make decisions about the target, and
we can't even override this with a flag.

Define CMAKE_RANLIN to llvm-ranlib and use lld for linking since it
detects LTO use for civetweb and therefore archives (.a) should be
creatd is compiler ar/ranlib and gold or lld be used.
backport a patch to fix build with clang, this patch is already proposed
via [1]

- systemd-watchdog
- systemd-journal
- dlt-examples
- dlt-adaptor
- dlt-console
rationale is:
all of the keys above are not that heavy in building and running,
and dlt-daemon doesn't take more than some seconds to build.
Not building them by default can result in a lot of missing functionalities
to the end user, such as the ability to talk with the dlt-daemon via
bash script or Python.
The end user can still change or disable something if needed.

, Alias=syslog.service is removed from service file, which will make
systemctl restart syslog fail since Unit syslog.service not found when
we set rsyslog to default syslog.
And upstream have change the solution about pull 4317, so during next
upgrade, we need to add our own rsyslog.service, refer
