OpenCT upstream maintenance seems to have stopped and OpenSC upstream
uses pcsc-lite by default in their configure script. Add PACKAGECONFIGs
for each and select pcsc by default.
As the openct package depends on pcsc-lite by itself, this avoids an
unnecessary package in the default case.

This is needed as a dependency when using SoftHSM from the PKCS#11

Add a udev PACKAGECONFIG, as this is only useful on the target. Also
don't RRECOMMEND ccid for the native variant.

Currently tools are built conditionally depending on whether the
corresponding PACKAGECONFIG option has been set and, although they
live in a separate libgpiod-tools package, the user cannot simply
select it - he has to additionally extend PACKAGECONFIG. While this
makes sense for python and C++ bindings, the tools don't have any
dependencies other the libgpiod. Make libgpiod-tools an actual
stand-alone package: always build them but install them only if
user selected libgpiod-tools.
Disable setting tools in default PACKAGECONFIGS

systemd requires volatile file/directory specifications to
be in a tmpfiles.d directory. We put ours in /etc/tmpfiles.d.
Also eliminate SRC_URI duplication in .bb and .inc files.

* It is used by GNOME and KDE [1] so move it to meta-oe
* Getting it to build was a bit tricky. Udev (systemd) is a mandatory
dependency and for native we do not support build. To get around native build
was stripped down to what's necessary only. Native build is done with the
help of configuration in recipe and (old-school) Makefile. This solution was
chosen to avoid massive patching of meson build which tends to be a
maintenance burden (as experienced at KDE recipes in meta-qt5-extra).

In OpenCV 4, .pc file generation is disabled by default. Yet, other
software such as GStreamer and FFmpeg rely on the .pc files during build
time configuration. Explicitely enable .pc file generation to make sure
pkg-config can be used for getting information about OpenCV.

itstool was reworked in [1] to not use host's python. This patch introduced the
'-S' option for coreutils's env [2]. Unfortunately that option is relatively
young [3] and elder build-host don't support it [4].
The only way to get around this is:
* remove '-S' and -s' from native shebang
* add a class itstool.bbclass. This class depends itstool-native and creates a
valid python3 runtime environment. Most notable in the environment is
export PYTHONNOUSERSITE = "1"
which does same as '-s' option: force python to avoid adding (host) user sites.
