Remove matching smart quote delimiters. Recently however after switching from build machine, I started seeing the first issue. I suspect due to build caching the first issue didn't pop up anymore before up until now. With this patch, fixes are now available for both issues handled in [1]. Tests with gedit showed that all entries for sub-languages (e.g English UK) were missing. By changing names of *.dic and *.aff from <language>-<SUBLANGUAGE>.* to <language>_<SUBLANGUAGE>.* languages as 'English UK' appear and can be selected in gedit. Tested also on libreoffice: That displayed all languages properly before and does still with files renamed.
