- Add a packageconfig for jpegxl. This is done because it is requested by default and
do_configure fails because we dont have a recipe for it in meta-oe
- Refresh patches with devtool
- Remove check-GST_GL_HAVE_PLATFORM_GLX.patch. The file has been reworked and it should
hopefully not be needed anymore

libei is a library for Emulated Input, primarily aimed at the Wayland stack.
It uses a typical client/server separation, with the two parts connected via
a UNIX socket. In libei parlance, the client-side is called “EI client”, the
server side, typically a Wayland compositor, is called the “EIS Implementation”
(Emulated Input Server).
libei is a required dependency for the upcoming mutter-45 release

rrdcached package is provided by rrdtool recipe. The build dependency in PACKAGECONFIG is changed to rrdtool.
The error was:
Nothing PROVIDES 'rrdcached' but ../collectd_5.12.0.bb DEPENDS on or otherwise requires it). Close matches:
rrdtool RPROVIDES rrdcached
ERROR: Required build target 'collectd' has no buildable providers.
Missing or unbuildable dependency chain was: ['collectd', 'rrdcached']
With the patch, collectd builds with no errors and the final image I tested includes collectd with rrdcached plugin.
Tested on custom image with collectd_5.12.0.

Putting the _target_ protoc into the sysroot for executation at _build_
time isn't useful because even if it has the right architecture, the
tune might be incompatible. Recipes which want protoc should just depend
on protobuf-native.

The usage of nobranch=1 in SRC_URI allows using unprotected branches.
This change updates the real branch name in place of nobranch=1 for these components.
