packagegroups: Fix LIC_FILES_CHKSUM
Resolve warning:
${COREBASE}/LICENSE is not a valid license file, please use '${COMMON_LICENSE_DIR}/MIT' for a MIT License file in LIC_FILES_CHKSUM.
Also remove the obsolete PR number.
