Recent versions of bitbake starting with sumo issue warnings if
patches are applied with fuzz (in the future these will be errors).
Regenerated patches using:
devtool modify <recipe>
devtool finish --force-patch-refresh <recipe> <layer_path>

Set PYCEXT and PYSITEDIR to generate the _semanage.so and install it
to ${libdir}/python${PYTHON_BASEVERSION}/site-packages.

Use the upstream patches to remove the dependency on ustr which no
longer builds with new versions of GCC and the author is unresponsive
and the site hosting the code is down.

For small policy modules it's not necessary to walk the hierarchy on load.
On embedded devices that are low-powered or resource-constrained disabling
the hierarchy processing can make the difference between seconds and
(many) minutes of load time (or being able to load the policy at all).

Turns out some of the truly old hosts don't even really recognize
FD_CLOEXEC and most of the older ones don't know about SOCK_CLOEXEC. Work
around each (define FD_CLOEXEC to something sensible, simply don't use
SOCK_CLOEXEC, produce warnings in either event).

The flag: -Wno-unused-but-set-variable isn't supported on older
versions of gcc such as gcc-4.1.2 which is the native compiler for
RHEL-5.9. Drop this warning flag for both the native and target builds.
