There are too many recipes in recipes-security/selinux. Keep the selinux
userspace recipes and move selinux scripts to selinux-scripts directory
to make the directory hierarchy clearer.

The selinux-init/autorelabel/labeldev services have a constraint of
Before=sysinit.arget. So it is better to install them to sysinit.target
rather than multi-user.target.

add systemd service file for handling selinux labeldev, this change improves
handling of systemd service functionality like:status check, debug etc.
compared to sysvinit compatibility mode scripts.
