ref-manual: Variable adds and edits for package exclusion changes
Fixes [YOCTO #4079]
I have added variable descriptions for NO_RECOMMENDATIONS and
PACKAGE_EXCLUDE. I updated the BAD_RECOMMENDATIONS and the
RRECOMMENDS variables.
