features/ata/ata_piix_y: Add new fragment
This will be leveraged by the Enea Edge VNF guest kernel to enable
inbuilt support for Intel ESB, ICH, PIIX3, PIIX4 PATA/SATA,
required for early probing of cloud-init NoCloud datasource attached
as CDROM.
