libextutils-cppguess-perl: upgrade 0.23 -> 0.26

- fix test-failure caused if CXX is set
- ignore environment variables CXXFLAGS, CXXLDFLAGS (#26)
- support environment variables CXX, CXXFLAGS, CXXLDFLAGS
