python3-lazy-object-proxy: Upgrade 1.5.1 -> 1.5.2

Upgrade to release 1.5.2:

- Added Python 3.9 wheels.
- Removed Python 2.7 Windows wheels (not supported on newest
  image with Python 3.9).
