garcon: 4.18.0 -> 4.18.1

Add GFDL-1.1-no-invariants-only to LICENSE since it states in license
file 'COPYING' [1]:

garcon's source code is licensed under the LGPLv2,
while its documentation is licensed under the GFDL 1.1 (with no
invariant sections).
