qt5: overwrite RRECOMMENDS_${PN} for native packages
The class-target overwrite for RRECOMMENDS_${PN} prevented appending
new packages to the list in other recipes, without using the
class-target overwrite there as well. Instead set RECOMMENDS to empty
for native packages, where it is not needed.
