libpcre: move library to base_libdir to avoid QA issue
Fix these QA warnings.
WARNING: QA Issue: package_a: lib_a, installed in the base_prefix,
requires a shared library under exec_prefix (/usr):
libpcre.so.0 => /usr/lib64/libpcre.so.0
