policycoreutils: fix usrmerge install path
Set SBINDIR to ${base_sbindir} to fix below
issue when usrmerge enabled in DISTRO_FEATURES
| ERROR: QA Issue: policycoreutils-dbg package is not obeying usrmerge distro feature. /sbin should be relocated to /usr. [usrmerge]
