Simplify garage-sign fetching for aktualizr
Two modes:
- `GARAGE_SIGN_AUTOVERSION=0`: use archive and version from aktualizr's recipe
- `GARAGE_SIGN_AUTOVERSION=1`: let aktualizr fetching it automatically
