libvirt: add fuse PACKAGECONFIG
libvirt will probe and dynamically add fuse support if detected. This
leads to build inconsistencies and errors due to race conditions.
Explicitly adding fuse as a packageconfig option to ensure that it
is consistently added (or removed).
