Enables XSM functionality in builds that contain "xsm" in the PACKAGECONFIG.
* Correctly identifies xenpolicy by ${PV}
* Adds a check to identify if xsm is specified in PACKAGECONFIG and if so manually sets XSM_ENABLE in Xen's .config
