fsbl-firmware_%.bbappend: Add generation of pmu-conf
In SDT flow pmu-conf.bin is missing and observing qemu boot failure
on kria SOM. Therefore, removed the SYSTEM_DTFILE flag check so, this
way it generates for both xsct and sdt
