manuals: further documentation for cve-check

This adds details about the actual implementation
of vulnerability checks, about how to fix or ignore
vulnerabilities in recipes, and documents the
CVE_CHECK_PN_WHITELIST and CVE_CHECK_WHITELIST variables.
