igt-gpu-tools: upgrade 1.29 -> 1.30

Tools changes:
- New power tool for power/energy measurement.
- New VM Testbench (VMTB) - SR-IOV Virtual Machine testing tool.
- Fixes in amd_hdmi_compliance.
- Fixes in intel_reg.
